GPRA Definition

The Government Performance and Results Act (GPRA) (1993) was enacted to improve program management throughout the Federal government and for Federally funded grants. When funds are awarded, the recipient must submit annual performance plans and reports describing the program goals and recipient’s progress toward achieving those goals. Recipients are also required to have a multi-year strategic plan in place, define measures specific to their projects, and create annual benchmarks/targets. Additionally, the federal funding agency sets GPRA measures such as those seen below. GPRA measure results are reported to Congress to assess the progress and success of the grant or program.

GPRA Measures (2019-2024)

  1. The number of school-based mental health service providers employed by LEAs.
  2. The number of school-based mental health service providers employed by LEAs retained.

GPRA Measures (2020-2025)

  1. The number of school-based mental health service providers recruited as a result of the grant.
  2. The number of school-based mental health service providers retained as a result of the grant.
  3. The reduction in the ratio of students to mental health service providers for each LEA with demonstrated need served by the grant.
  4. The increase in the number of school-based mental health service providers hired annually for each LEA with a demonstrated need served by the grant compared with the average number of such providers hired in each LEA in the 5 years prior to receiving the grant.
  5. The reduction in the annual attrition rate of school-based mental health service providers for each LEA with a demonstrated need served by the grant compared with the average attrition rate of such providers in each LEA in the 5 years prior to receiving the grant.

GPRA Measures (2022-2027)

  1. The unduplicated, cumulative number of new school-based mental health services providers hired for each LEA with demonstrated need as a result of the grant.
  2. The unduplicated, cumulative number of school-based mental health services providers retained in LEAs with demonstrated need as a result of the grant.
  3. The ratio of students to school-based mental health services providers for each LEA with demonstrated need served by the grant, and the numbers of school-based mental health services providers and students used to calculate the ratio.
  4. The attrition rate of school-based mental health services providers for each LEA with a demonstrated need that is participating in the grant.
  5. The total number of students who received school-based mental health services as a result of the grant.
  6. The number of grantees that met their goal of increasing the diversity of school-based mental health services providers.
